Uploads a local image and returns a temporary public URL for use with image-to-image, image-to-video, and vision understanding endpoints.

Source of truth in code: router/relay-router.go and controller/temporary_upload.go.
Current limits: supports image/png, image/jpeg, image/webp, image/gif; 20MB per file; expires after 48 hours by default; per-user rolling 24-hour upload quota defaults to 200MB.
The returned URL typically looks like https://media.crazyrouter.com/task-artifacts/tmp-inputs/....
